Ukraine could become a full member of the European Union by early 2027 under a draft peace proposal discussed in negotiations facilitated by the United States, according to information obtained by the Financial Times. The plan forms part of a broader effort to end the prolonged conflict with Russia and to redefine Ukraine’s place in the European geopolitical landscape.

Accelerated accession timeline

The proposal would fast-track Ukraine’s entry into the bloc, bypassing the EU’s usual merit-based accession process. Kyiv was granted candidate status in June 2022, shortly after the Russian invasion, but progress stalled due to a veto from Hungary. The new framework, if approved, could drastically alter that trajectory by assigning Ukraine a fixed date for EU accession January 1, 2027.

European officials have expressed concern that linking EU membership to a peace deal could compromise institutional standards and set a precedent for political negotiation over merit. However, proponents of the plan argue that it would offer a tangible guarantee of stability for Kyiv and serve as a strategic counterbalance to Moscow’s influence.

Brussels under pressure

Analysts note that the arrangement would challenge the EU’s well-established merit-based admission system, forcing Brussels to reconsider its approach to enlargement and governance. Ukrainian President Volodymyr Zelenskyy has highlighted the importance of U.S. involvement in ensuring that no European state particularly those under external pressure can block Ukraine’s path toward membership.

Zelenskyy stated that having the United States as a guarantor of the deal would prevent European actors from impeding the country’s European integration process. Observers suggest that Washington could persuade Hungary’s Prime Minister Viktor Orbán to lift his objections, unblocking Kyiv’s accession negotiations.

Russian response and unresolved tensions

Moscow’s reaction has been marked by skepticism. Kremlin advisor Yuri Ushakov told reporters that Russia had yet to review the latest version of the proposal but anticipated strong disagreements with its contents. The plan reportedly also includes discussions on economic governance and territorial arrangements in eastern Ukraine, including the prospect of a free economic zone in the Donbas region a concept still under debate among negotiators.

Amid ongoing diplomatic efforts, Ukraine’s potential integration with the EU stands as both a symbol of resilience and a central condition in emerging peace discussions. For now, the proposal remains under negotiation, with the coming months likely to determine whether Europe’s borders and its political identity will soon undergo a historic transformation.
