Syria arrests former Assad-era general as accountability drive expands

Syrian security authorities have announced the arrest of former Major General Ahmed Mohammad Ismail, a senior officer who served in the Republican Guard under ousted President Bashar al-Assad.

The detention is part of a broader campaign by Syria’s new authorities targeting former military and security figures linked to the Assad-era apparatus. According to the security forces, Ismail held senior operational responsibilities and was involved in military campaigns against areas controlled by opposition groups during the country’s long civil war.

The authorities identified Ismail as a former high-ranking commander in the Republican Guard. His military career reportedly began at lower command levels before he moved into more senior operational positions.

Alleged role in major military offensives

According to military records cited by the Syrian authorities, Ismail served as a platoon and company commander before becoming head of operations for his regiment in early 2016.

The authorities say he subsequently took part in directing offensives in Aleppo, Daraa and Eastern Ghouta, three areas that became major battlegrounds during the conflict.

Eastern Ghouta, located near Damascus, remained under opposition control for years before government forces recaptured the area in 2018. The region had also been at the center of international scrutiny following a 2013 chemical attack involving sarin.

US intelligence assessments have attributed that attack to the Assad government, while the Syrian authorities at the time rejected the accusation and blamed opposition forces. More than 1,000 people were reported killed in the attack according to US intelligence assessments.

A wider investigation into former regime figures

Ismail's arrest comes as Syria's post-Assad authorities expand investigations into members of the former security and military establishment.

Dozens of former officials have reportedly been detained since Assad was removed from power in December 2024. Legal proceedings against former regime figures began earlier this year, reflecting the new government's effort to address allegations stemming from the conflict.

The authorities also announced earlier in September that nine former military pilots had been detained. Three of them were identified as generals accused of involvement in deadly air operations against towns and villages during Assad's rule.

The accountability process has also extended beyond Syria. In the United States, former Assad-era official Samir Ousman Alsheikh was sentenced this month to 60 years in prison after being convicted of torture-related offenses linked to his time overseeing Adra Prison in Damascus.

Syria reshapes its justice system

The arrests are unfolding alongside broader changes to Syria's judicial institutions.

On September 16, the country's new parliament voted to abolish the Assad-era Counter-Terrorism Court and invalidate the legal effects of its rulings. The court, established in 2012, had been used extensively to prosecute people accused of terrorism during the uprising against Assad.

The developments illustrate the scale of the institutional transition underway since the fall of the Assad government. The authorities are simultaneously pursuing former officials accused of abuses while dismantling legal structures associated with the previous system.

For the latest arrest, however, the precise judicial charges and the next steps in the proceedings against Ahmed Mohammad Ismail have yet to be fully detailed publicly. His detention nevertheless adds another senior figure from the former military hierarchy to the growing list of Assad-era officials facing investigation or prosecution.
