Strengthening cargo security: Morocco and the United States deepen strategic cooperation
Abdellatif Amrani, Director General of the Moroccan Customs and Indirect Tax Administration, and Donald Conroy, Executive Director for International Operations and Advisory at the U.S. Customs and Border Protection, signed a Declaration of Principles in Rabat confirming Morocco’s participation in the U.S. Container Security Initiative (CSI).
This milestone represents a significant enhancement in customs collaboration between Morocco and the United States, grounded in mutual trust and a shared goal of securing the supply chain while facilitating trade. The agreement supports the economic security and prosperity of both nations.
Building on the 2013 bilateral Mutual Administrative Assistance Agreement, this new framework expands the CSI program already active in key global maritime hubs to Moroccan ports. These ports will join the Mediterranean network of CSI-certified ports, including major ones in Spain, France, and Italy.
Inspired by the vision of King Mohammed VI to establish Morocco as a leading hub, particularly in port logistics, Tanger Med has become a vital logistics center capable of competing with the largest Mediterranean ports.
The CSI certification now reinforces this status by ensuring faster customs clearance and controlled costs, enhancing trust and attractiveness for shipping companies, international investors, exporters, and other commercial stakeholders in the region.
Mr. Amrani highlighted that the initiative stems from early discussions in December 2012 during the 3rd Morocco-USA Joint Committee, emphasizing Morocco’s commitment to combining security with smooth trade flow and strengthening Tanger Med’s role as a secure global hub.
Mr. Conroy noted that the Declaration of Principles signed reflects a partnership built on trust, innovation, and a shared responsibility to protect the global community.
Both administrations share a proactive approach based on risk analysis and targeted security measures. By expanding the CSI network, Moroccan and U.S. customs enhance the predictive targeting of high-risk cargo before shipment, effectively combating threats and safeguarding consumers and citizens of both countries.
The signing ceremony included the presence of diplomatic and customs officials from both nations.
