Progress in Morocco's "100 Social Housing Units in Rural Areas" Program

Thirteen agreements have been signed since the launch of the ambitious "100 social housing units in rural areas" program in 2019 for the realization of 6,852 housing units, as recently announced by the Minister of National Territorial Planning, Urbanism, Housing, and City Policy, Fatima-Zahra El Mansouri, in response to a written question posed by the Popular Movement group within the House of Representatives.

Particular attention is being given to access to social housing in rural areas, as stated by the Minister of National Territorial Planning, Urbanism, Housing, and City Policy, Fatima-Zahra El Mansouri, in response to a written question posed by the Popular Movement group within the House of Representatives. According to the same official, 13 agreements have been signed since the launch of the program in 2019 for the realization of 6,852 housing units, of which 864 have already been certified as compliant, demonstrating the progress made until June 2023.

According to the minister, this innovative program has attracted particular interest from real estate developers, who have expressed their desire to participate in this project to improve the living conditions of rural inhabitants and strengthen the attractiveness of rural regions, especially emerging rural centers.

Addressing the objectives of this program, Ms. El Mansouri indicated that this roadmap aimed at adapting social housing to the lifestyles, living conditions, cultural and geographical context of rural areas, while preserving its unique architectural identity. An objective whose achievement has required the supervisory department to work closely with stakeholders in the housing sector to integrate modifications and innovations into construction standards, taking into account local peculiarities and engineering data specific to rural areas.

On another note, Ms. El Mansouri recalled the efforts made to strengthen the purchasing power of low and middle-income categories, while reducing regional disparities in housing, especially in rural areas, since the completion of contracts for the state-subsidized housing program in 2020. These efforts resulted in the launch of a new revolutionary program, in accordance with Article 8 of the Finance Bill for the year 2023. This roadmap aimed to provide direct financial assistance for housing to all eligible Moroccan citizens, provided they do not own property intended for housing in the national territory, thus placing support for the acquisition of social housing in rural areas among the priorities.
