Overcrowding in Moroccan Prisons: Urgent Need for Comprehensive Reform

In the ongoing battle against prison overcrowding in Morocco, the General Delegation for Prison Administration and Reintegration (DGAPR) has taken proactive measures to increase its capacity. In 2023, the DGAPR added 5,212 additional beds, bringing the total number of available beds to 64,649. However, despite this effort, the rate of prison overcrowding remains high, reaching 159%, according to DGAPR statistics.

Recognizing the urgency of the situation, the Prison Administration has focused on constructing new facilities and rehabilitating existing ones to improve detention conditions. This approach aims not only to expand physical infrastructure but also to enhance the quality of life for inmates.

Notably, the DGAPR has prioritized reinforcing prison equipment, providing essential items such as blankets, mattresses, and televisions, and improving food quality. These practical measures, along with a commitment to upholding human rights, include comprehensive training for prison staff and collaboration with human rights organizations.

Furthermore, the DGAPR has invested in healthcare for inmates, developing new medical units and training medical personnel to improve care quality. This proactive stance has increased permanent medical coverage, with better accessibility to general and dental care services.

Progress is evident: 76% of penitentiaries now offer permanent coverage for general medicine, up from 68% in 2022. Consequently, 93% of inmates benefit from permanent general medical coverage, an improvement from 87% in 2022.

Similarly, 71% of penitentiaries provide permanent dental care coverage, up from 68% in 2022, translating to 87% of inmates having access to dental care services, a marginal yet significant increase from 86% the previous year.

Despite commendable efforts, prison overcrowding remains a formidable challenge, requiring sustained and comprehensive reform. Addressing this problem demands a concerted effort from stakeholders across judicial, correctional, and societal realms, focusing on preventive measures, rehabilitation programs, and alternative sentencing options.

As Morocco tackles this issue, the DGAPR's initiatives represent a crucial step forward. However, creating a just and humane correctional system requires unwavering commitment from all sectors of society.
