Morocco Eases Ownership Transfer Procedures for Used Vehicles
Morocco has introduced greater flexibility in the administrative procedures governing the transfer of ownership of used vehicles, allowing buyers to submit their registration files either in their own area of residence or in the seller’s area of residence. The change is intended to simplify transactions and reduce the travel often required when a vehicle is purchased in another city.
The National Road Safety Agency (NARSA) announced the measure on October 26, 2026. Previously, buyers were required to submit their ownership-transfer applications through the service responsible for their own place of residence.
Under the revised arrangements, the procedure can also be completed in the jurisdiction associated with the seller’s registered address, as recorded on the vehicle registration certificate.
A practical solution for purchases across cities
The adjustment is particularly relevant to transactions in which the buyer and seller live in different parts of Morocco. Under the previous system, a buyer purchasing a car outside their home area could face additional travel to complete the administrative formalities.
The new arrangement provides an alternative by allowing the buyer to submit the file near the seller’s registered residence, without having to return to their own locality for that step.
The measure applies to vehicles already registered in Morocco under the standard registration series. Applications can be submitted through authorised Al Barid Bank and Barid Cash branches operating within the relevant areas.
NARSA has directed users to its online services portal, www.khadamatnarsa.ma, where they can check the list of eligible branches and obtain information about the procedures.
Regulatory framework behind the change
The new arrangement forms part of Morocco’s ongoing efforts to make administrative services more accessible and reduce the practical constraints faced by users.
According to NARSA, the measure implements Article 106 of Decree No. 2.24.393, which amends Decree No. 2.10.421 concerning the application of provisions of Morocco’s Road Traffic Code.
By expanding the locations where applications may be filed, the agency aims to make vehicle transactions more straightforward while bringing administrative services closer to citizens.
A step towards more accessible public services
The reform addresses a practical difficulty in Morocco’s second-hand vehicle market, where buyers and sellers do not necessarily reside in the same city. Greater flexibility in filing ownership-transfer documents could reduce unnecessary journeys and make the process easier to organise.
For motorists preparing to purchase a used vehicle, checking the authorised branches and applicable documentation in advance remains important. NARSA’s digital portal provides a point of reference for identifying the services available under the updated arrangements.
