Germany maintains opposition to suspension of EU–Israel agreement

Germany has reaffirmed its opposition to suspending the association agreement between the European Union and Israel, despite growing calls from several EU member states to reconsider the bloc’s relationship with Tel Aviv.

German Foreign Minister Johann Wadephul stated that suspending the agreement would be “inappropriate,” stressing that the EU should continue engaging with Israel through what he described as a “critical and constructive dialogue.” His position effectively blocks any immediate suspension, as such a decision requires unanimous approval from all 27 EU member states.

Countries such as Spain, Ireland, and Slovenia have pushed for a reassessment of the agreement, arguing that the EU risks undermining its credibility if it fails to respond to ongoing concerns related to the conflict in Gaza and broader regional tensions. Spain has gone further, calling for a full suspension of the agreement, which has been in force since 2000.

The European Commission has also proposed a more limited option, suggesting the suspension of trade-related provisions, which could be adopted by a qualified majority rather than unanimity. However, EU member states have so far failed to reach the required threshold.

EU foreign policy chief Kaja Kallas noted that progress could be possible if member states shift their positions, but emphasized that consensus remains essential.

The debate comes amid increasing European scrutiny of Israel’s military actions in Gaza and Lebanon, as well as recent controversial legislative developments. Some EU governments have also urged restrictions on imports from Israeli settlements in occupied territories, arguing that stronger measures are necessary to uphold international law and human rights standards.
