Barcelona’s Camp Nou renovation faces €1.87 million in fines over labor violations
Several construction companies involved in the renovation of FC Barcelona’s iconic Camp Nou stadium are facing fines totaling €1.87 million due to widespread labor law violations. The violations were uncovered following 218 investigations into working conditions since the project began in June 2023, according to El Periódico.
Widespread violations and penalties
The investigations revealed numerous infractions, including excessive working hours, unpaid wages, the employment of undocumented foreign workers, and insufficient safety measures. These violations have affected 1,516 workers across 77 subcontractors working under the main contractor, Turkish firm Limak.
Authorities have issued 129 financial penalties so far, amounting to €441,000, with additional corrective demands totaling €1.43 million. In severe cases, fines could reach €10,000 per worker, particularly where undocumented labor is involved.
Reports indicate that foreign workers have been disproportionately impacted. Romanian and Palestinian laborers were allegedly dismissed after demanding their rights, while undocumented Turkish workers were reportedly fired, sparking protests from Spain’s CCOO labor union. Authorities have been closely monitoring the situation since September 2025.
Despite these labor rights violations, the project has recorded only one serious workplace accident out of 340 incidents over two years, suggesting that some safety standards are being met.
A landmark project under scrutiny
The Camp Nou renovation is part of FC Barcelona’s ambitious Espai Barça project, which aims to modernize the stadium, increase its capacity, and enhance facilities. The construction, which began in mid-2023, is one of the largest infrastructure projects in Catalonia and is expected to continue until 2026.
While the project is considered a symbol of the club’s future, the recent scandals surrounding worker treatment have cast a shadow over its progress. Limak, the main contractor, is now under intense legal and ethical scrutiny to ensure that all subcontractors comply with Spanish labor laws and safety regulations.
The violations have raised serious questions about accountability and the protection of workers' rights in large-scale construction projects.
