Moroccan-Spanish Collaboration Bolsters Counter-Terrorism Efforts in Mediterranean Region

In a significant development for Mediterranean security, Spanish officials have highlighted the crucial role of Moroccan-Spanish cooperation in combating terrorism and transnational crime. Lieutenant Colonel Arturo Ortega Navas, chief of the Guardia Civil command in the Spanish enclave of Melilla, presented compelling evidence of the partnership's effectiveness during a recent briefing.

The collaboration between Moroccan and Spanish security services, particularly Morocco's General Directorate for Territorial Surveillance (DGST), has yielded impressive results. Over the past year, joint efforts led to the arrest of 405 individuals, including nine on terrorism charges. This cooperation has been instrumental in thwarting potential terrorist attacks in Spain and dismantling criminal networks.

Ortega Navas emphasized the pivotal role of Morocco's DGST in securing borders and countering terrorism. "This cooperation has helped prevent potential terrorist threats targeting Melilla and surrounding areas," he stated, adding that Moroccan security services are considered among Spain's most important partners in counter-terrorism efforts.

The partnership's impact extends beyond terrorism prevention. The Guardia Civil successfully dismantled 11 criminal organizations and seized substantial quantities of illicit drugs, including over 1,800 kg of cannabis and 42 kg of cocaine. Assets worth €9.6 million were also confiscated, underscoring the scale of operations against transnational crime.

Information sharing between Morocco and Spain has been crucial to these successes. The collaboration aims not only to protect borders but also serves as a "protective shield" against terrorist threats targeting Europe more broadly. Through joint efforts and intelligence sharing, security services from both nations have foiled multiple terrorist plots and dismantled extremist cells seeking to destabilize the region.

The partnership also addresses the challenge of illegal migration. The Guardia Civil's intervention swimmers unit has rescued over 2,400 people attempting to reach Melilla from Morocco by sea in 2024 alone, highlighting the humanitarian aspect of their operations.

To further strengthen ties, Moroccan Royal Gendarmerie officers receive training at the Guardia Civil Academy. This initiative enhances skills and fosters deeper connections between the border agencies of both countries.

The intensification of Moroccan-Spanish security cooperation in recent years has established it as a cornerstone for addressing growing terrorist threats, particularly from groups like the Islamic State and Al-Qaeda in North Africa and the Sahel. As a result, Moroccan security services are now viewed as essential partners for Spain in reinforcing border security and maintaining regional stability.

This collaborative approach between Morocco and Spain serves as a model for international security partnerships, demonstrating how cross-border cooperation can effectively combat shared threats and contribute to regional peace and stability.
