Morocco's Housing Initiative Sees Surge in Beneficiaries, Boosts Economy
In a significant development for Morocco's housing sector, over 15,100 citizens have already benefited from the country's Direct Housing Aid Program, according to Fatima Ezzahra El Mansouri, Minister of National Territorial Planning. The minister shared this information during an address to the House of Councillors, Morocco's upper parliamentary chamber, on Tuesday.
The program, which aims to make housing more accessible for Moroccans both domestically and abroad, has received an overwhelming response. Approximately 80,000 applications have poured in from various regions across the nation, with an impressive 89% meeting the stipulated eligibility criteria. Notably, Moroccan expatriates have shown significant interest, accounting for 20% of the total applications submitted.
El Mansouri emphasized the program's positive ripple effect on the national economy. She cited compelling statistics: a 21% increase in cement sales, a 1.4% rise in housing loans, and a 4.2% uptick in loans to real estate developers. "These positive indicators are a testament to the program's efficacy," the minister asserted.
The Direct Housing Aid Program, launched in January 2024, is an ambitious initiative designed to address multiple objectives. Beyond making housing more attainable, it aims to reduce the housing deficit, stimulate economic growth in the sector, and create opportunities for small and medium-sized enterprises to participate in state-subsidized projects.
"This program transcends merely providing homes," El Mansouri explained. "It's a catalyst for economic progress and a gateway for smaller enterprises to engage in significant development initiatives."
Set to run until 2028, the program is expected to benefit 114,000 families annually. It covers homes with permits dated on or after January 1, 2023. The application process is streamlined through an online platform managed by a public law-governed body.
The decree establishing the program outlines specific conditions for applicants, as detailed in Article 8 of the Finance Act of 2023. Upon meeting these criteria, applicants can expect initial approval within a maximum of seven days from submission.
To ensure effective implementation, the decree has established a specialized committee comprising representatives from housing and budgetary authorities. This committee will oversee aid distribution, evaluate distribution methodologies, and propose improvements to enhance the program's efficiency.
The decree also includes safeguards against potential misuse of funds. If the acquisition of housing is not completed within the prescribed timeframe, immediate reimbursement of the aid amount is mandated.
As Morocco continues to address its housing challenges, the Direct Housing Aid Program stands as a promising initiative, potentially transforming the landscape of homeownership in the country while simultaneously invigorating the national economy.
