EU Considers Strengthening Aspides Mission Amid Rising Houthi Attacks

The European Union is considering additional measures to reinforce its naval mission in the Red Sea as concerns grow over renewed Houthi attacks and their potential impact on international maritime traffic.

Speaking to journalists on Monday, October 12, ahead of a meeting of EU foreign ministers in Luxembourg, the bloc’s foreign policy chief, Kaja Kallas, condemned the escalation of Houthi attacks targeting airports and said European officials would discuss possible responses to the deteriorating security situation.

Kallas also pointed to discussions held on Sunday with Saudi Foreign Minister Prince Faisal bin Farhan Al Saud, during which the two sides examined ways to strengthen efforts to counter the attacks. The talks reflect growing concern among regional and international partners about threats to transport routes linking the Red Sea with the Gulf of Aden and the wider global trading network.

One option under consideration is reinforcing the EU’s Operation Aspides, a maritime security mission launched in February 2024 in response to repeated attacks on international shipping. The operation was established as a defensive initiative, with a mandate focused on protecting vessels and safeguarding freedom of navigation rather than conducting offensive operations against the Houthis.

According to Kallas, a strengthened mission could coordinate more closely with international forces to help keep the strategic Bab el-Mandeb Strait open and maintain the movement of commercial vessels through the Red Sea. She stressed, however, that a decision on additional measures had yet to be taken.

The Bab el-Mandeb Strait is a critical maritime chokepoint connecting the Red Sea to the Gulf of Aden and the Indian Ocean. Together with the Suez Canal, it forms part of a major shipping corridor linking Europe with Asia. Disruptions along this route can force vessels to take longer journeys around the Cape of Good Hope, increasing transit times and potentially raising fuel, insurance and freight costs.

Since October 2023, Houthi attacks on commercial shipping have heightened security concerns across the region. The threat has prompted international naval deployments and changes to shipping practices, while exposing the vulnerability of global supply chains to instability around key maritime passages.

For the European Union, protecting commercial navigation is both a security priority and an economic concern. The bloc depends on reliable maritime connections for the movement of energy supplies, manufactured goods and other essential commodities. Continued insecurity in the Red Sea could therefore have consequences extending well beyond the immediate region.

Any reinforcement of Aspides would require further decisions by EU member states, including agreement on the mission’s operational arrangements and coordination with other international forces. For now, Brussels is examining its options as it seeks to support maritime security while maintaining the operation’s defensive character.
