Beijing Rejects Organized Bloc Competition

On Wednesday, China called on foreign governments to respect the principle of digital sovereignty as the technological rivalry between Beijing and Washington intensifies.

During a regular press briefing, the spokesperson for the Chinese Ministry of Foreign Affairs, Lin Jian, stated that Beijing opposes the formation of camps around artificial intelligence.

For Chinese authorities, the development of this technology should not force countries to choose a side between the two leading global powers in AI.

This position comes as the United States seeks, according to reports by Reuters, to strengthen a technological coalition in the field of artificial intelligence.

Washington Wants to Structure a Coalition Around AI

According to an American official and a draft document reviewed by Reuters, Washington is preparing an initiative targeting several dozen countries.

The goal would be to convince these states to choose between the technological frameworks offered by the United States and those supported by China. Countries that simultaneously join the Chinese framework could potentially be excluded from a future coalition led by Washington.

This strategy reflects the growing importance of AI in the geopolitical rivalry between the two powers.

Now, the competition is no longer solely about the ability of companies to design the most efficient models. It also concerns the infrastructures, standards, data, electronic components, and international partnerships necessary for the development of these technologies.

China Aims to Preserve Its Own Partnerships

By rejecting the logic of blocs, Beijing is also defending its own international ambitions.

For several years, China has been seeking to develop technological cooperation with emerging countries and to promote governance frameworks for artificial intelligence that do not rely exclusively on Western standards.

This strategy allows Beijing to present its approach as an alternative to the technology models dominated by the United States.

The concept of digital sovereignty plays a central role here. It involves that states maintain decision-making power over their digital infrastructures, their data, and the technologies used within their territory.

AI Becomes a Power Issue

The rising tensions around artificial intelligence illustrate a profound transformation in international relations.

AI technologies are now considered strategic for the economy, defense, research, and industry. Mastery of the infrastructures necessary for their operation can therefore become a major geopolitical advantage.

The United States has a particularly powerful ecosystem surrounding major tech companies and semiconductor manufacturers. China, on its side, is looking to strengthen its technological autonomy while developing its own AI champions.

This rivalry is gradually pushing the partners of both powers to arbitrate their technological relationships.

A Battle for International Standards

Beijing aims to prevent international standards from being defined exclusively by the United States and its allies. Washington, in parallel, seeks to consolidate its influence over global technological infrastructures and standards.

For many countries, the challenge will be to maintain sufficient maneuverability to cooperate with both powers without being trapped in a logic of confrontation.
