Morocco secures €250 million water infrastructure financing deal
Morocco’s National Office of Electricity and Drinking Water ONEE has signed a financing agreement worth €250 million with the European Bank for Reconstruction and Development EBRD to modernize drinking water infrastructure across the country. The funding forms part of a broader investment strategy targeting the 2025 to 2030 period.
The agreement also involves Morocco’s National Guarantee and Financing Company SNGFE, which will provide financial backing for the program. Officials said the structure includes investment grants and technical assistance aimed at improving operational efficiency and infrastructure performance.
The signing took place during a multilateral financial meeting held in Riga, where representatives from ONEE, EBRD, SNGFE, and Morocco’s Treasury and External Finance Department DTFE discussed long term cooperation on climate related infrastructure projects. The discussions focused on strengthening resilience in essential public services.
The financing will support upgrades to existing drinking water production systems and introduce higher energy efficiency standards. Authorities said the program will also help ONEE adopt more adaptive management models to respond to climate pressure and rising demand.
The partnership extends a cooperation framework established in 2014. Since then, the EBRD has supported multiple water sector projects in Morocco, contributing significant funding for infrastructure upgrades and performance improvements.
The new program is expected to reinforce water security and improve system resilience across urban and rural areas, as Morocco faces increasing climate variability and resource pressure.
