Empowering Morocco's Rural Workforce through Functional Literacy Initiative
Morocco takes a pioneering step towards inclusive development and empowerment of its rural communities with the launch of an ambitious functional literacy program. The initiative targets 500,000 workers across agricultural, maritime fishing, water, and forestry sectors by 2030.
On Tuesday, Mohammed Sadiki, Minister of Agriculture, Maritime Fisheries, Rural Development, and Water and Forests, and Abdelouadoud Kharbouch, Director of the National Agency for the Fight against Illiteracy (ANLCA), inked a landmark partnership agreement. This agreement establishes a bilateral cooperation framework for implementing the transformative program.
Convergence of Public Policies for Holistic Development
According to a ministry communiqué, this agreement strengthens the convergence of public policies. It integrates the fight against illiteracy into sectoral programs and development projects, prioritizing human development as the ultimate objective.
The comprehensive program aims to train 500,000 beneficiaries, including men and women in rural areas working across agricultural, maritime fishing, water, and forestry sectors by 2030. It also intends to enhance socio-economic integration by offering continuous vocational training opportunities.
The partnership entails various collaborative efforts between the two entities, including:
- Developing a work program for implementing functional literacy in rural populations within agriculture, maritime fishing, and water and forestry sectors.
- Enrolling beneficiaries in supervised vocational training through apprenticeship programs.
- Providing access to Ministry-supervised training spaces and centers for program implementation.
- Linking literacy programs with economic development initiatives to aid beneficiaries' socio-economic integration.
- Preparing pedagogical and didactic resources for program implementation.
- Supporting the use of modern technologies and distance learning in combating illiteracy.
- Developing human capacities in management, monitoring, and evaluation of work programs.
Through combined efforts and leveraging expertise, this initiative aims to equip Morocco's rural workforce with essential skills and knowledge. It seeks to foster sustainable development, empowering communities to realize their full potential.
