Morocco simplifies recognition of European degrees for returning graduates
Morocco’s Ministry of Higher Education has introduced a significant reform to streamline the recognition process for foreign degrees. Public university qualifications from Spain, Belgium, the United Kingdom, Germany, and France will now receive automatic equivalence with Moroccan degrees.
The decision, published in the Official Bulletin No. 7422 on July 17, applies to bachelor’s, master’s, doctoral, and engineering degrees issued by public institutions in these five European nations. This reform aims to support thousands of Moroccan students pursuing higher education abroad, particularly in France, where Moroccan students represent the largest foreign nationality in French universities, totaling 45,162 during the 2022/2023 academic year.
To qualify for automatic equivalence, the degree must meet two conditions: it must be a state-issued diploma from a public institution, and the student must have completed their studies through regular attendance, with proof of residence in the issuing country. Engineering degrees face an additional requirement—a minimum of five years of study following a scientific or technical baccalaureate.
This policy not only simplifies administrative procedures but also seeks to enhance the integration of internationally educated professionals into Morocco’s workforce. The ministry has announced plans to expand these equivalence measures to other countries in the future, further supporting Moroccan students studying abroad.
