Europe pushes industrial transformation as defense urgency grows

The European Commission has unveiled an ambitious Defense Readiness Roadmap 2030 that lays the foundation for a new era in European defense production. The plan introduces four flagship projects, the European Drone Defence Initiative, Eastern Flank Watch, European Air Shield, and European Space Shield aimed at strengthening the continent’s industrial and strategic autonomy.

Germany has become a pivotal player in this transformation, integrating its civilian and military industries to accelerate defense manufacturing. Industrial leaders, including major automotive groups such as Volkswagen, are exploring partnerships with defense firm Rheinmetall to adapt production capacity for dual-use technologies. This reflects a deeper shift toward a coordinated European defense economy driven by the dual imperatives of deterrence and preparedness.

Analysts note that this buildup marks a decisive break from Europe’s long-term reliance on U.S. defense infrastructure. The underlying message is that “production wins wars,” and the continent can no longer afford its current manufacturing gap. European defense industry output is estimated at around €100 billion annually, but by 2030, demand is expected to climb to €335 billion. To meet this challenge, Europe will need to increase manufacturing by an additional €235 billion each year — a transformation that would rewire the continent’s industrial and economic landscape.

For policymakers, investors, and defense professionals, this roadmap signals not just a policy shift but the emergence of a continental defense industrial base designed for durability, scale, and independence.
