In a significant move to alleviate financial pressures on families, the Moroccan government has announced a comprehensive Value-Added Tax (VAT) exemption on a wide array of school supplies. This initiative, spanning 36 essential items, marks a pivotal shift in the country's approach to education-related expenses.

Key Points of the VAT Exemption

- The Moroccan Customs and Indirect Tax Administration has expanded the list of VAT-exempt school supplies.
- Previously taxed at 7%, these items are now completely free from VAT.
- The exemption covers both domestically produced and imported school supplies.
- Raw materials used in the production of these supplies are also included in the exemption.

Expanded List of Exempt Items

The newly expanded list encompasses a diverse range of educational necessities, including:

- Notebooks and coloring books
- Adhesive materials (up to 36 grams or 120 milliliters)
- Pencil sharpeners and modeling clay
- Paintbrushes and chalk (white and colored)
- School bags and pencil cases

This comprehensive approach ensures that families can access a full spectrum of educational tools without the burden of additional taxation.

Implementation Process

For manufacturers and importers to benefit from this exemption:

1. Electronic Application: Manufacturers must submit an online application using a form provided by the administration.
2. Detailed Accounting: A thorough account of materials, including quantities of exempt products purchased or imported, must be maintained.
3. Documentation: Applications must include a descriptive statement of products and raw materials, along with pro forma invoices from suppliers.
4. Certification: Upon approval, the Tax Administration will issue electronic VAT exemption certificates.

Import Regulations

Importers of school supplies must adhere to specific guidelines:

- Submit a commitment to the Customs and Indirect Tax Administration.
- Declare that imported supplies will be used exclusively for educational purposes.
- Obtain a "VAT-Exempt Import" certificate, valid for the year of issuance.

Implications for Retailers and Consumers

- Sales invoices must clearly state "VAT-Exempt Sale" for qualifying products.
- Consumers can expect to see reduced prices on essential school items.

This bold initiative, rooted in the 2024 Finance Law, demonstrates the Moroccan government's commitment to education and family welfare. By removing financial barriers to essential learning tools, Morocco is taking a significant step towards ensuring equal access to education for all its students.

As the new academic year approaches, families across Morocco can look forward to more affordable back-to-school shopping, thanks to this comprehensive tax exemption on crucial educational supplies.
