In 2023, Morocco made significant strides in contributing to global security, particularly in the fight against terrorism. The country’s arrest of 56 individuals involved in terrorist activities, many with links to ISIS, showcased its pivotal role in counterterrorism efforts. The US, in its 2023 country report on terrorism, acknowledged Morocco’s commitment to tackling terrorism and violent extremism through effective joint counterterrorism operations, regional collaboration, and counter-radicalization strategies.

Strong Bilateral Cooperation in Counterterrorism

Morocco’s partnership with the US in security matters has been a cornerstone of its counterterrorism strategy. The US Department of State has continually commended Morocco for its robust approach, which combines vigilant security measures, international cooperation, and counter-radicalization initiatives. Morocco’s dedication to regional and international collaboration, especially within the Global Coalition to Defeat ISIS, has been crucial in mitigating terrorism risks. Its intelligence gathering and operational cooperation with the US have led to successful counterterrorism efforts, as demonstrated by the arrest of the aforementioned 56 individuals linked to ISIS.

The Central Bureau of Judicial Investigation (BCIJ), Morocco’s primary agency for counterterrorism prosecutions, continues to dismantle terrorist cells, prevent attacks, and work closely with US agencies. These joint efforts have proven essential in disrupting terrorist activities and protecting both countries from evolving threats.

Joint Operations and Security Programs

In 2023, Morocco's law enforcement agencies participated in a range of US-sponsored programs aimed at enhancing technical and investigative capabilities. These programs focused on areas such as financial investigations, intelligence analysis, and cybersecurity. One notable initiative involved sending Moroccan security personnel to the FBI National Academy in Quantico, Virginia, to improve their skills in various fields. Joint operations between Moroccan authorities and international partners resulted in the successful detention of several individuals involved in planning attacks on national infrastructure and security forces.

Additionally, the collaboration between Morocco and the US in combating terrorist financing has been integral to their shared counterterrorism strategy. Morocco’s recent removal from the Financial Action Task Force (FATF) gray list, an initiative targeting money laundering and the financing of terrorism, was acknowledged by the US. This milestone reflected Morocco’s improvements in anti-money laundering measures and its commitment to enhancing regulatory frameworks to combat terrorist financing.

Countering Violent Extremism: A Shared Priority

The US has also praised Morocco’s efforts in countering violent extremism (CVE), a key component of their shared security agenda. Morocco’s CVE strategies focus on both security measures and broader societal development, addressing the root causes of radicalization. The country’s educational programs for 50,000 religious leaders, including imams and female Islamic guides (mourchidates), aim to counter extremist ideologies within religious institutions.

Furthermore, Morocco's Royal Mohammedan League of Ulema and its Moussalaha (Reconciliation) program play crucial roles in reintegrating former extremists, offering a comprehensive approach to de-radicalization. US officials have recognized these efforts as vital in tackling the long-term drivers of extremism.

International and Regional Impact

Morocco’s influence extends beyond its borders, as it plays an active role in regional and global counterterrorism efforts. As a co-chair of the Africa Focus Group and a member of the Global Counterterrorism Forum (GCTF), Morocco collaborates with international partners to combat terrorism in Africa. The US has been supportive of Morocco’s initiatives within the GCTF, including a 2023 education-focused initiative aimed at preventing violent extremism.

The continued collaboration between Morocco and the US in counterterrorism and countering violent extremism remains a cornerstone of both countries' security strategies. Through strong bilateral cooperation, joint operations, and shared commitments to disrupt terrorist financing, Morocco and the US continue to serve as models for global counterterrorism efforts. Their alliance ensures that they remain at the forefront of addressing emerging global security challenges.
