Morocco and UAE deepen cooperation on human rights framework
A memorandum of understanding was signed in Rabat between Morocco’s Interministerial Delegation for Human Rights and the UAE Permanent Committee on Human Rights, marking a new phase in institutional cooperation between the two countries. The agreement was concluded during an official visit by an Emirati delegation on 10 and 11 June, in the presence of senior officials from both sides.
The signing brought together Morocco’s delegate for human rights, Mohamed El Habib Belkouch, and the UAE minister of state at the ministry of foreign affairs, Noura Bint Mohamed Al Kaabi. The UAE ambassador to Morocco, Al Asri Saeed Ahmed Aldhaheri, also attended the ceremony. The document sets out a framework for structured collaboration in the protection and promotion of human rights.
The agreement focuses on strengthening institutional capacities and improving coordination between national mechanisms responsible for implementing human rights policies. It also aims to enhance the exchange of expertise between the two sides, particularly in areas related to monitoring, reporting, and policy development linked to human rights obligations.
The memorandum further provides for joint participation in regional and international forums, where both countries intend to align positions on selected issues. It also includes provisions for organizing conferences, training sessions, workshops, and study visits designed to reinforce professional skills and institutional knowledge in human rights governance.
During the meeting, Belkouch described the visit as an opportunity to expand cooperation through structured programs, expert exchanges, and closer coordination in international advocacy. Al Kaabi stated that the agreement reflects a step forward in bilateral relations and supports broader efforts to promote shared best practices in human rights across different fields.
