Morocco adopts new regional governance reform law

The Chamber of Representatives of Morocco approved a new organic law aimed at strengthening regional governance and accelerating the implementation of advanced regionalization across the country.

The reform, adopted by a majority vote, modifies and complements the existing legal framework governing Morocco’s regions. Moroccan authorities describe the initiative as an important step toward modernizing territorial management, improving local governance and reinforcing the role of regions in economic and social development.

Abdelouafi Laftit stated that the new legislation seeks to clarify regional responsibilities, improve institutional efficiency and modernize project management tools. The reform is also intended to enhance coordination between national and regional authorities while supporting more balanced territorial development.

According to the government, the law introduces measures designed to strengthen the financial capacity of regions through increased state transfers beginning in 2027. Officials believe stronger regional funding is essential to allow local authorities to carry out development projects effectively and respond to citizens’ expectations.

The legislation also includes changes related to the management and execution of regional projects. Authorities aim to improve investment efficiency, create employment opportunities and promote local economic potential in different parts of the Kingdom.

Government representatives emphasized that the reform aligns with the strategic vision promoted by HM king Mohammed VI regarding advanced regionalization and territorial equity. The objective is to reduce regional disparities and encourage more inclusive development throughout Morocco.

Supporters of the bill argue that the reform responds to evolving economic and social challenges while adapting regional governance to the recommendations of Morocco’s new development model. Majority parties in Parliament described the project as an important tool for reinforcing decentralization and improving public policy coordination.

Political observers believe the reform could play a significant role in strengthening local governance and increasing the effectiveness of regional institutions in the coming years.
