Morocco accelerates digital transition with rising investment and ai strategy
Morocco is advancing its digital transformation agenda at a faster pace than initially planned, according to Aziz Akhannouch, who described the shift as a central pillar of public policy.
Speaking at the opening of GITEX Africa 2026 in Marrakech, the head of government said the country has moved from fragmented digital initiatives to a unified national strategy backed by significant financial commitments.
Public investment in the sector rose from MAD 11 million in 2021 to MAD 1.7 billion in 2024. The increase reflects a structural change in how Morocco approaches digital development, with a focus on long-term infrastructure, innovation, and coordination across sectors.
Akhannouch said the strategy aims to secure technological sovereignty while strengthening Morocco’s position in global rankings. The country placed 14th worldwide in the 2025 AI Readiness Index, a result he linked to targeted programs designed to build local expertise.
Among these initiatives are JAZARI ROOT and the AI Made in Morocco program, both intended to develop national capabilities in artificial intelligence and reduce reliance on external technologies. Authorities see these efforts as key to creating a self-sustaining digital ecosystem.
The government has also attracted investment in cloud computing and research and development centers. These projects have generated more than 700 jobs, contributing to the expansion of Morocco’s technology sector and its integration into global value chains.
Akhannouch said GITEX Africa was created to offer the continent a platform to present its own innovation narrative. The event connects startups with investors through targeted meetings and funding opportunities.
During a previous edition, the agritech startup Deepleaf secured $50,000 in funding through one of the event’s competitions, illustrating the platform’s role in supporting emerging companies.
The government views the event as part of a broader effort to position Morocco as a hub for high value-added infrastructure, scientific research, and digital innovation across Africa.
