Irregular Immigration: Detention facilities at Menton Franco-Italian border deemed ‘Outdated’

A recent inspection of detention facilities at the Menton Franco-Italian border, a primary entry point for irregular immigration into France, has highlighted serious shortcomings, according to the General Controller of Places of Deprivation of Liberty (CGLPL).

The report criticizes the detention spaces as lacking basic comfort and failing to guarantee the dignity of detainees. Officers noted that old buildings are cramped, while modular units, some resembling metal containers, are poorly suited for Mediterranean heat and inadequately equipped. Showers are in poor condition, and cells often lack toilets and water points.

Menton remains a key transit point for irregular migrants, with 200 to 300 arrests per week, although most (75%) are readmitted to Italy. The majority of apprehensions occur at the train station, as trains arrive from Ventimiglia.

Key shortcomings and recommendations

The report points to missing emergency call buttons, narrow benches unsuitable for mattresses, and overall outdated facilities. The CGLPL issued about twenty recommendations, primarily targeting material improvements.

Authorities acknowledge ongoing efforts to improve conditions, including assigning staff for meal distribution and cleaning. Coordination among French forces—including police, gendarmerie, and military units—is described as functioning smoothly.

This marks the fourth inspection of Menton’s border detention facilities since 2015. While some progress has been made, inspectors note that many issues remain unchanged.
