France recognizes natural disaster status in 221 municipalities after floods and droughts
The government of France has officially recognized a state of natural disaster in 221 municipalities following severe climate-related events, including droughts and flooding recorded in 2025 and early 2026.
The decision was published in the official government gazette and covers several regions affected by extreme weather conditions. It enables affected communities and residents to access insurance compensation supported by the public reinsurance system, the Caisse Centrale de Réassurance (CCR), in cooperation with private insurance companies.
Among the municipalities included are Bourges and Vierzon in the Cher department, as well as Le Mans in Sarthe, which were significantly impacted by flooding in February. Authorities noted that these events caused substantial material damage to homes, infrastructure, and public services.
The recognition of “state of natural disaster” is a legal mechanism in France designed to accelerate financial support for recovery after exceptional climatic events. It allows individuals and local authorities to file claims for compensation more efficiently under national insurance frameworks.
Officials had previously indicated that nearly 300 municipalities could eventually be included following widespread flooding in western France. Additional decrees are expected as assessments of damage continue across affected regions.
Experts point out that France has increasingly faced alternating periods of drought and heavy rainfall in recent years, reflecting broader climate variability trends across Europe. These events have raised concerns about infrastructure resilience, water management, and long-term climate adaptation strategies.
