France adopts professional sports governance reform targeting football oversight

France has officially adopted a sweeping reform of professional sports governance after the Senate gave its final approval to legislation designed to strengthen oversight across the sector. Although the new law applies to multiple professional sports, it primarily responds to governance and financial concerns that have affected French football in recent years.

The legislation reflects growing efforts by policymakers to improve accountability and reinforce the institutional framework governing professional competitions.

Parliament completes legislative process

The reform received unanimous backing in the Senate after being approved by the National Assembly a day earlier, completing the parliamentary process required for its adoption.

The bill was introduced by Senator Laurent Lafon following a parliamentary inquiry into the financing and governance of professional football. Lawmakers concluded that structural reforms were needed to address recurring governance issues and improve the management of the country's professional sports ecosystem.

Greater authority for sports federations

A central objective of the legislation is to expand the role and decision-making powers of national sports federations.

By strengthening their supervisory responsibilities, lawmakers aim to improve governance standards, increase institutional accountability and establish clearer oversight mechanisms across professional competitions.

The reform is expected to affect several sports, although football remains the principal focus because of its economic significance and the governance challenges that have emerged in recent years.

Football's financial model under scrutiny

The legislation follows years of debate surrounding the financial sustainability of professional football in France, particularly disputes involving domestic broadcasting rights.

Television rights have become a recurring source of instability for professional clubs and league organizers, prompting calls for stronger regulatory structures capable of ensuring greater transparency and long-term financial resilience.

With the reform now adopted, French authorities hope the updated governance framework will contribute to a more stable and accountable professional sports sector while reinforcing public confidence in its management.
