EU prepares €190 million boost for Morocco’s migration cooperation

The European Union is preparing additional financial support for Morocco to strengthen cooperation on migration management, border control and security, as Brussels and Rabat move closer to completing negotiations on a broader strategic partnership.

According to European officials cited by Euronews, recent developments around Ceuta have brought migration and border management back to the forefront of discussions between Morocco and the European Union. The developments have also encouraged Brussels to consider additional resources for cooperation with Moroccan authorities.

The EU and Morocco are seeking to finalize a comprehensive strategic partnership before the end of 2026. The agreement is expected to extend beyond traditional migration cooperation and cover a wider range of political, economic and security issues of mutual interest.

Negotiations over the partnership had been delayed for several years before resuming in January 2026 following high-level discussions in Brussels. The latest migration developments have added further importance to the talks, particularly given Morocco’s role in managing migration routes toward Europe.

European officials have indicated that the recent situation around Ceuta did not directly accelerate the timetable for the strategic partnership, which had already been expected to enter its final stages before the end of the year. However, the episode has reportedly encouraged the EU to reassess the resources allocated to migration and border cooperation with Morocco.

The additional support could finance several areas, including training for border authorities, surveillance capabilities, patrol equipment and measures designed to improve reception and accommodation facilities for migrants.

The European Commission has said that the EU allocated around €222 million to migration management in Morocco between 2021 and 2024. A further €190 million is expected to be made available through the end of the current budget cycle in 2027.

European Commission President Ursula von der Leyen has also emphasized the importance of strengthening cooperation with Morocco. In a recent message to Spanish Prime Minister Pedro Sánchez, she described Morocco as an important strategic partner and highlighted the need for stronger early-warning systems and increased technical and financial assistance.

For the EU, Morocco occupies a strategically important position because of its geographical proximity to Europe and its role along major migration routes. For Rabat, cooperation with European partners provides access to financial and technical resources while reinforcing its position as a key actor in regional security and migration management.

The planned financial package therefore reflects a broader effort by Brussels to develop a more structured and long-term relationship with Morocco, combining migration cooperation with wider strategic, economic and security interests.
