EU opens accession talks cluster one with Ukraine Moldova
The European Union has agreed to advance accession negotiations with Ukraine and Moldova by opening Cluster 1, known as the Fundamentals cluster. The decision ends a two-year blockage that had slowed progress for both countries on their path toward membership. The move focuses on governance, rule of law, democratic institutions and minority rights as core requirements for accession.
The breakthrough followed an agreement involving Hungary and Ukraine on minority rights for around 100,000 ethnic Hungarians living in Ukraine’s Transcarpathia region. The deal expands protections in education, language use, culture and political participation. Hungarian leadership said the agreement resolved longstanding concerns that had previously led to a veto on opening the negotiation cluster.
Ukraine has committed to restoring and expanding minority schooling systems and increasing the role of the Hungarian language in education. Ukrainian officials described the development as a key step toward unblocking the accession process. The decision also aligns Ukraine and Moldova within the EU’s “grouped approach”, which ties progress in both applications together.
EU institutions are now preparing a formal intergovernmental conference scheduled for mid-June in Luxembourg to officially launch Cluster 1. The cluster covers five chapters linked to economic governance, democratic institutions and public administration reform. Further negotiation clusters are expected to follow later in the summer, marking a renewed acceleration of enlargement talks after years of delay.
Ukraine, which applied for membership shortly after the 2022 invasion, has set an ambitious timeline to complete negotiations by the end of 2026 and potentially finalize an accession treaty in 2027. Moldova continues to advance in parallel under the same framework, reflecting the EU’s strategic push to integrate both countries despite internal political divisions among member states.
