A New Report Highlights Morocco's Challenges in Tackling Climate Change and Water Scarcity

The Moroccan Court of Auditors has issued a compelling call to action, urging the government to accelerate its response to the climate crisis. Central to its recommendations is placing the National Commission on Climate Change and Biological Diversity directly under the Head of Government to ensure stronger oversight and leadership in addressing these critical issues.

The report emphasizes the need for enhanced coordination among stakeholders and the establishment of updated strategies with measurable targets to reduce greenhouse gas emissions. It further advocates for the creation of an integrated monitoring system to streamline data sharing and foster collaborative efforts across regions.

Regional Climate Adaptation and Financing Gaps

The court underscores the importance of empowering each region to develop tailored climate adaptation plans. Moreover, it highlights the urgent need for improved public-private partnerships and financial incentives to engage businesses in climate action, emphasizing that better funding mechanisms are essential to meet national climate goals.

Renewable Energy and Agriculture: Areas of Concern

Despite ongoing efforts, Morocco faces significant challenges in reducing emissions and boosting renewable energy adoption. In 2022, renewables accounted for only 9% of domestic energy consumption, and by 2023, they contributed just 22% of electricity production. These figures underscore the slow progress toward achieving energy transition targets.

The agricultural sector also lags behind. The report notes that disjointed strategies have limited the effectiveness of emission reduction initiatives. To address this, the government is urged to fully implement the "Green Generation" plan and align it more effectively with national climate objectives.

Water Scarcity and Irrigation Innovations

With water scarcity posing a critical threat, the court calls for expedited irrigation projects leveraging non-conventional water sources, such as desalination. It also recommends prioritizing renewable energy in irrigation systems and implementing stricter monitoring of water usage to ensure sustainability.

The report delivers a stark message: Morocco must adopt stronger, more coordinated measures to combat climate change and secure its future. As climate impacts intensify, a proactive, unified response is imperative to safeguard the country's ecosystems and economy.
