Urban Planning: Setting the Foundations for a Forward-Looking, Strategic, and Sustainable Urban Vision

In a recent statement in Rabat, Minister of National Territorial Planning, Urbanism, Housing, and City Policy, Fatima Zahra Mansouri, revealed a dedicated effort within her department to overhaul the national urban policy. The objective is to establish a strategic and sustainable urban planning framework that aligns with the tangible urban and economic dynamics currently experienced in Morocco.

During the launch of the 5th edition of the Cultural Florilege Festival, themed "The City of Tomorrow, from the Virtuous City to the Smart City," Minister Mansouri highlighted ongoing efforts to revise urban planning approaches. She emphasized the adoption of plans grounded in sustainable development principles, bolstering adaptability to economic, social, and environmental transformations, and embracing technological advancements.

At the core of the ministry's initiatives is the creation of conducive and secure living spaces that meet citizens' needs and aspirations while optimizing resource utilization. This approach introduces a new political dimension to the Kingdom's territorial and social equity, asserted Minister Mansouri.

In pursuit of sustainable development goals and the directives of the new urban agenda, the ministry has actively explored renewable approaches such as eco-districts, eco-cities, and urban agriculture. Simultaneously, it has strengthened resources for urban renewal, Mansouri noted.

The ministry is also dedicated to crafting a new generation of flexible urban planning documents, accompanied by incentivizing measures aligned with sustainable development objectives. Minister Mansouri stressed the importance of reinforcing and developing the urban system as an integral part of the spatial framework. Cities, she emphasized, function as hubs for production, exchange, leadership, and authority, playing a pivotal role in the development dynamic.

Addressing the current challenge, Minister Mansouri emphasized the need to redirect territorial planning systems to create models for enhancing the national urban system. This involves formulating a comprehensive vision and implementing effective mechanisms for intelligent city planning and efficient territorial management.

Strategic steps are required, she explained, encompassing support for metropolises as development vectors in a globalized context, reinforcing the roles of intermediate cities, enhancing the functional dimensions of small towns, and fortifying their facilities and services. These strategic steps also involve reinforcing territorial governance and transitioning to more integrated cities in terms of economic and social performance, as well as resilience to climate change.

The ongoing "Florilege Cultural Festival," organized by the Ribat Al-Fath Association for Sustainable Development in partnership with the Ministry of Youth, Culture, and Communication, features conferences and roundtable discussions with thinkers, experts, and specialists. The topics range from promoting citizen well-being and ethical behaviors to environmental protection policies, poverty alleviation programs, and citizen participation initiatives.

Through this event, organizers aspire to contribute to discussions on creating future cities that blend the concepts of the ideal city with the prerequisites of the smart city.
