Kuwait Forges Ahead with New 13-Member Cabinet
In a pivotal move aimed at reshaping the nation's political landscape, Kuwait has unveiled a newly formed government under the leadership of Sheikh Ahmed Abdallah Al-Ahmad Al-Sabah. The announcement came through an emiri decree published on Sunday, as reported by the official Kuwait News Agency (KUNA).
The cabinet, comprising 13 ministers, emerges in the wake of Friday's decision by the Emir of Kuwait, Sheikh Mishal Al-Ahmad Al-Jaber Al-Sabah, to dissolve the National Assembly and suspend certain articles of the constitution for a period not exceeding four years. During this interim, all aspects of the democratic process will be meticulously examined to ensure judicious decision-making.
Constitutionally Mandated Processes
In accordance with Article 80 of the Constitution and Article 1 of the National Assembly's Rules of Procedure, promulgated by Law No. 12 of 1963, the National Assembly comprises 50 members elected through direct and secret universal suffrage, adhering to the provisions of the electoral code.
Ministerial Representation
Ministers who are not elected members of the National Assembly are considered members by virtue of their positions, with the total number of ministers not exceeding one-third of the Assembly's membership, currently capped at 16.
Term and Dissolution
Under Article 83 of the Constitution and Article 3 of the Rules of Procedure, the term of the National Assembly is four years, commencing from the date of its first meeting. Renewal is mandated within 60 days preceding the expiration of the term, subject to the provisions of Article 107 of the Constitution, which empowers the Emir to dissolve the Assembly through a decree specifying the reasons for dissolution, contingent upon the Assembly not being dissolved again for the same reasons.
