This effort appears to be a desperate attempt to counter the groundwork laid by Kamala Harris's campaign, which has been actively engaging in local, targeted outreach for months.

Brendan Fischer, a campaign finance lawyer, told the New York Times, "The fact that they are only paying the referrer rather than the signer further shields the PAC from accusations of vote-buying. Ultimately, what America PAC is doing here is spending money on voter data, which is a common practice among PACs and campaigns."
