Russia's Covert Campaign: Undermining the 2024 Paris Olympics
In a troubling revelation, a new report from Microsoft's threat intelligence unit has uncovered a secret Russian influence campaign aimed at discrediting the 2024 Olympic Games in Paris and fomenting fears of potential terror attacks. This covert operation by "prolific Russian influence actors" highlights Moscow's determination to tarnish the reputation of the International Olympic Committee (IOC) and cast doubt over the security of the prestigious event.
Banned from participating in the 2024 Olympics due to its invasion of Ukraine, Russia has resorted to underhanded tactics to undermine the Games. The report details how, starting last summer, these actors began disseminating misinformation and disinformation campaigns targeting the Olympics and French President Emmanuel Macron.
One particularly brazen attempt involved the creation of a bogus documentary titled "Olympics Has Fallen," a play on the 2013 movie "Olympus Has Fallen." Designed to mimic a Netflix production, the documentary featured an AI-generated voice resembling that of actor Tom Cruise, falsely implying his participation. The deception even went so far as to include sham five-star reviews purportedly from esteemed publications like The New York Times, The Washington Post, and the BBC.
While YouTube promptly removed the documentary at the IOC's request, it remains accessible on the messaging platform Telegram, underscoring the campaign's persistent efforts.
The IOC acknowledged the challenge posed by such disinformation campaigns, stating, "The International Olympic Committee (IOC) has recently been faced with a number of fake news posts targeting the IOC, including an entire documentary produced with defamatory content, a fake narrative, and false information, using an AI-generated voice of a world-renowned Hollywood actor."
Moreover, the Russian campaign has sought to capitalize on recent conflicts, such as the Israel-Hamas war, by impersonating militants and fabricating threats against Israelis planning to attend the 2024 Games. Some of these threats chillingly referenced the tragic events of the 1972 Munich Olympics, where members of the Palestinian Liberation Organization killed 11 Israeli athletes and a West German police officer.
In addition to fake documentaries and impersonations, the campaign has produced videos masquerading as news reports, suggesting credible threats of violence at the Paris Games. One such video, posing as a report from the media outlet Euronews in Brussels, falsely claimed that Parisians were buying property insurance in anticipation of terrorism.
Another spoofed news clip, impersonating French broadcaster France 24, falsely asserted that 24% of purchased tickets for Olympic events had been returned due to fears of terrorism. A third effort consisted of a fabricated video news release from the CIA and France's main intelligence agency, warning potential attendees to avoid the 2024 Olympics due to the alleged risk of a terror attack.
Microsoft's report underscores Russia's longstanding history of attacking the Olympic Games, dating back to the Soviet Union's boycott of the 1984 Summer Games in Los Angeles. The report states, "If they cannot participate in or win the Games, then they seek to undercut, defame, and degrade the international competition in the minds of participants, spectators, and global audiences."
As the 2024 Paris Olympics approach, the international community must remain vigilant against such malicious campaigns that seek to sow discord and undermine the spirit of the Games.
