European high-risk debt sales surge after Trump drops tariff threats

President Donald Trump abruptly reversed his plan last week to impose tariffs on eight European nations, paving the way for a surge in high-yield debt issuance as markets breathed a sigh of relief. The decision followed talks with NATO Secretary General Mark Rutte, yielding what Trump called a framework for a future deal on Arctic security. This move defused a transatlantic spat that had rattled financial markets and strained long-standing alliances.

The proposed 10% tariffs, set to begin February 1 and rise to 25% by June, had targeted Denmark, the United Kingdom, France, Germany, Sweden, Finland, the Netherlands, and Norway. Trump announced them days earlier in response to these countries deploying military forces to Greenland in support of Denmark, which rebuffed his bid to acquire the Arctic territory.

European markets responded swiftly to the de-escalation. The Stoxx Europe 600 closed up 1.1% on January 22 after Trump's announcement, reversing a 1.3% drop earlier in the week, its steepest in two months amid the tariff threats. On Monday, high-yield bond sales exploded as companies capitalized on the eased geopolitical tensions. Bloomberg data shows eight issuers, including Italmatch Chemicals SpA and Alloheim Senioren-Residenzen SE, raised about €5.2 billion ($6.16 billion) by midday in London. Leveraged loan activity proved even brisker, with 13 firms renegotiating or refinancing deals totaling nearly €16.7 billion, led by EG Group and Rehlko.

Details of the Trump-Rutte framework remain elusive. Speaking to CNBC at the World Economic Forum in Davos, Trump described it as a "concept of an agreement," noting its complexity and promising clarification later. He hinted it would cover U.S.-European cooperation on a proposed missile defense system dubbed the Golden Dome, plus access to Greenland's mineral resources. Rutte said NATO commanders would hammer out specifics on bolstered Arctic security needs, expressing confidence in a swift resolution, potentially by early 2026. He added that Greenland's status under Denmark never arose in discussions with Trump.

Denmark's Prime Minister Mette Frederiksen stood firm on sovereignty as a non-negotiable red line. "We cannot negotiate our sovereignty," she stated in a release, while leaving room for talks on security, investments, and economic issues provided they respect territorial integrity. The European Union, which had paused ratification of its July trade deal with the United States and prepared €93 billion in retaliatory tariffs, has now halted those measures. Officials remain wary, however. Former European Commission President José Manuel Barroso told CNBC on Monday that U.S.-European ties have hit NATO's lowest point in history.
