Russia-Africa Summit 2026: Morocco Steps Up Diplomatic Engagement in Moscow
The meeting forms part of broader diplomatic and economic efforts to expand cooperation across strategic sectors, including trade, investment, energy, agriculture and technology.
Morocco Strengthens Its Diplomatic Presence
El Mansouri’s participation highlights Morocco’s engagement in discussions on the future of Russia-Africa relations. She is attending the summit on behalf of His Majesty King Mohammed VI, accompanied by a Moroccan delegation that includes Lotfi Bouchaara, Morocco’s ambassador to Russia, and Mohammed Methqal, ambassador and director-general of the Moroccan Agency for International Cooperation.
The Moroccan delegation’s presence provides an opportunity to engage with Russian and African representatives on shared economic and diplomatic priorities as participating countries seek to broaden their partnerships.
The summit also offers a platform for discussions on development, investment opportunities and cooperation between African states and international partners.
Moscow Hosts High-Level Diplomatic Discussions
The plenary session follows an official reception held at the Kremlin on Wednesday, October 28, hosted by Russian President Vladimir Putin for African leaders and other senior representatives attending the summit.
During the reception, Putin called for stronger and more comprehensive cooperation between Russia and African countries, expressing support for closer relations across the continent.
The gathering reflects Moscow’s efforts to expand its political and economic engagement with African partners, while participating countries seek opportunities to advance their national development priorities.
Economic Cooperation at the Centre of the Summit
The third Russia-Africa Summit and its accompanying economic forum are taking place in Moscow on October 28 and 29. Discussions cover a range of strategic fields, with particular attention to commercial exchanges, investment, energy, agriculture and technological development.
For Morocco, participation in this multilateral meeting offers a diplomatic setting in which to strengthen dialogue with international partners and explore new avenues for cooperation. The summit also illustrates the importance of Africa’s international partnerships amid changing global economic and geopolitical dynamics.
El Mansouri’s attendance marks her first official foreign visit since becoming head of government, adding a diplomatic dimension to Morocco’s participation in the two-day event.
