China rebukes New Zealand after parliamentary remarks trigger diplomatic dispute

Relations between China and New Zealand have come under renewed strain after comments made in the New Zealand Parliament by Foreign Minister Winston Peters prompted a formal diplomatic protest from Beijing.

The dispute emerged following a heated parliamentary exchange in which Peters directed controversial remarks at Lawrence Xu-Nan, a Green Party lawmaker who was born in Tianjin, China, before later becoming a resident of New Zealand.

Beijing lodges formal protest

China's embassy confirmed that it had raised what it described as "solemn representations" with New Zealand's Ministry of Foreign Affairs, objecting to statements it said reflected negatively on China.

Chinese Ambassador Wang Xiaolong also publicly criticized the incident, suggesting the remarks reflected more on the speaker than on their intended target.

The embassy urged Wellington to take actions that would strengthen bilateral ties rather than undermine them, highlighting the importance of maintaining constructive relations between the two countries.

Political clash spills into foreign relations

The controversy began during a parliamentary debate on the government's response to the COVID-19 pandemic, when Peters responded to interruptions from Xu-Nan with comments questioning the lawmaker's national origins.

The exchange immediately sparked criticism across New Zealand's political spectrum, with Prime Minister Christopher Luxon reportedly describing the remarks as inappropriate and unnecessary.

Xu-Nan accused the foreign minister of using migrant communities as political targets instead of addressing government policy.

Peters refuses to back down

Despite domestic criticism and Beijing's diplomatic response, Peters defended his statements, insisting they were intended to protect New Zealand's democratic values.

His office said he had been briefed on the Chinese embassy's protest but maintained his position, while the minister also criticized those condemning his comments.

The episode highlights how domestic political rhetoric can quickly evolve into a foreign policy issue, particularly when it touches on questions of nationality, immigration and international relations.

Trade ties remain significant

The diplomatic disagreement comes despite the deep economic relationship between the two nations.

China remains New Zealand's largest trading partner, with bilateral trade exceeding NZ$41 billion in the year ending September 2025. The scale of that commercial relationship means both governments have a strong interest in preventing political disputes from affecting broader economic cooperation.

While it remains unclear whether the latest controversy will have lasting diplomatic consequences, it has once again illustrated the delicate balance New Zealand faces in managing domestic political debate alongside one of its most important international partnerships.
