Morocco launches “Morocco 2030 Foundation” to Lead Major Football Events
The Moroccan government has officially established the Morocco 2030 Foundation, a public-interest, non-profit organization tasked with overseeing the nation’s preparation and hosting of major international football tournaments, including the 2025 Africa Cup of Nations (CAN) and the 2030 FIFA World Cup.
The foundation, headquartered in Rabat, is led by Fouzi Lekjaa, president of Morocco’s 2030 World Cup Committee. Its creation reflects Morocco’s strategic ambition to position itself as a leading destination for world-class sporting events.
Coordinating National Efforts for Global Competitions
The Morocco 2030 Foundation will coordinate with various state bodies and local authorities to ensure that Morocco meets all international requirements set by global football organizations such as FIFA and the Confederation of African Football (CAF). Its role includes planning, monitoring, and implementing all necessary infrastructure and logistical projects tied to the events.
The Foundation’s mission goes beyond sports; it is about delivering an integrated, efficient approach to hosting competitions of global scale while showcasing Morocco’s capacity and readiness on the international stage.
Structured Governance and High-Level Oversight
Governance within the Foundation is structured around four key bodies. At the top, the president of the 2030 World Cup Committee for Morocco leads the Foundation and reports directly to His Majesty King Mohammed VI.
An Executive Council composed of representatives from key ministries—Interior, Foreign Affairs, Sports, and Budget—defines strategic priorities, approves the annual budget, and ensures policy alignment. A participatory Advisory Council brings together members from the private sector, civil society, the diaspora, and African football experts to strengthen national mobilization and provide guidance.
On the local level, a Territorial Management Committee chaired by the Minister of the Interior oversees the implementation of state commitments in host cities.
Financial Autonomy and Targeted Resources
The Foundation enjoys financial autonomy and operates under a special regime that exempts it from conventional public sector controls. Instead, it follows a dedicated oversight framework agreed upon with the state, allowing for more flexible and efficient management.
Its budget is supported by public funding, donations, and other resources, with expenditures covering operations, investments, and strategic initiatives. Human resources may be contracted, seconded from public administrations, or assigned under a specific internal status.
Local Engagement and National Vision
Territorial coordination is essential to the Foundation’s success. By working closely with local governments, the Foundation ensures that host cities are prepared and aligned with international standards. The Ministry of the Interior plays a key role in anchoring these efforts regionally through the Territorial Management Committee.
In addition, the state and local authorities can allocate real estate and infrastructure to support the Foundation’s mission, ensuring that each venue meets global expectations.
Looking Ahead to 2030
With the FIFA World Cup 2030 on the horizon, the Morocco 2030 Foundation stands as a central pillar in the country's preparations. Through careful planning, transparent governance, and multi-level collaboration, Morocco is charting a clear path toward hosting a historic and successful edition of the world’s most watched sporting event.
