Morocco ranks 30th globally in cybersecurity resilience
Morocco has secured the 30th position worldwide in the cybersecurity category of the 2025 Global Resilience Index, published by Factory Mutual Insurance Company (FM), achieving an impressive score of 94.1 out of 100. This ranking places the country among the top 50 nations globally, underscoring its strong commitment to cybersecurity.
The assessment was primarily based on legal frameworks, technical measures, capacity development, and international cooperation, which contributed to 80% of the total score. The remaining 20% reflected Morocco's progress in strengthening its Industrial Control Systems (ICS) risk management, considering the inherent cyber threats within the country.
Within the MENA region, Morocco outperformed several neighboring nations. Algeria ranked 101st with a score of 57.2, Tunisia secured 88th place with 74 points, and Egypt claimed the 34th spot with 93.1. Israel stood at 55th with 89.3 points, while Saudi Arabia excelled in 12th place with 98.4. The UAE achieved an 8th-place ranking with 99.1 points, and Qatar secured 2nd place with an exceptional score of 99.9.
The cybersecurity category formed part of a broader index that evaluated other physical risks, including climate vulnerability, seismic activity, and fire hazards. Additionally, macroeconomic factors such as health expenditure, education, inflation, and governance were considered in the overall resilience assessment.
Morocco ranked 70th in the overall 2025 Global Resilience Index, with a score of 56.1 out of 100, reflecting a moderate level of national resilience.
