Witkoff and Putin to meet tuesday afternoon over revised U.S. peace proposal

The Kremlin confirmed on Monday that Russian President Vladimir Putin will meet U.S. special envoy Steve Witkoff in Moscow on Tuesday afternoon to examine the latest American proposal aimed at ending the conflict in Ukraine.

Kremlin spokesperson Dmitry Peskov announced that the meeting is scheduled “in the second half of the day,” marking Witkoff’s sixth visit to Russia since January. The U.S. envoy — a billionaire real estate developer turned diplomat — is expected to arrive with a delegation following weekend negotiations in Geneva, where U.S. and Ukrainian representatives refined a draft peace framework.

This revised plan follows the leak of an earlier 28-point proposal last month, prepared by the Trump administration and reportedly in coordination with Russian officials. That initial framework has since been narrowed to around 20 points, with U.S. officials suggesting that Kyiv has shown openness to the updated version.

Uncertainty remains over whether Putin will endorse the modifications, which sources describe as “considerably more favorable” to Ukraine than the original set of provisions, long viewed as closer to Moscow’s preferences.

Last week, President Putin signaled a potential willingness to discuss certain components of the American plan. However, he also warned that Russian forces would continue pushing forward in eastern Ukraine if Kyiv refuses to accept his terms for a ceasefire.
