United States calls Russian invasion strategic failure at UN

The United Nations Security Council convened for a public briefing on Ukraine amid reports of intensified violence across the country. United Nations officials described the current phase of the conflict as the deadliest in four years, following a wave of strikes that killed at least 30 civilians and injured more than 200 people within a three-day period.

Representing the United States at the Council, Dan Negrea delivered a sharp assessment of Russia’s military campaign. He described the invasion as a strategic failure, arguing that Moscow has failed to achieve its battlefield objectives and that escalation would only deepen the consequences of the war. He said Russia’s oil infrastructure had suffered repeated strikes and insisted that continued fighting would not change the outcome. He also pointed to external support for Moscow, accusing Iran of supplying drones used in attacks on Ukrainian cities and citing Cuba for allowing foreign fighters to join Russian forces. He called on both countries to immediately stop supporting Russia’s military operations and stressed that the conflict can only be resolved through negotiations.

Ukraine used the session to press for stronger international measures against Russia. Its representative, Andriy Melnyk, urged the United Nations to suspend Russian personnel from peacekeeping and police missions, citing reports linking Russian armed forces to systematic violations during conflict, including sexual violence and abuses against children. He also called for a Security Council resolution demanding an immediate and unconditional ceasefire and requested a significant increase in air defence assistance to Ukraine. The appeal came amid growing concern over repeated emergency sessions and cross-border incidents linked to the war.

United Nations figures cited during the meeting estimated that more than 15,000 civilians have been killed in Ukraine since the start of Russia’s full-scale invasion in 2022. Officials warned that the war is entering its fifth year with no clear path to de-escalation. The United States reiterated that a negotiated settlement remains the only viable option, while calling for an end to attacks on civilian infrastructure and renewed international engagement to prevent further escalation.
