Spanish defence minister visits intelligence headquarters amid Ceuta controversy
Spanish Defence Minister Margarita Robles visited the headquarters of the National Intelligence Centre (CNI) in Madrid on Friday, where she presented distinctions to several members of the intelligence service, amid continued debate over its handling of the mass arrival of migrants in Ceuta at the end of July.
The visit came nine days after the Spanish government released previously classified reports and communications relating to the events of July 30 and 31. The documents include material from the CNI, the police, the Civil Guard and the Armed Forces Intelligence Centre, providing a detailed record of the information available to Spanish authorities before and during the crisis.
The declassified material shows that the CNI communicated with the Government Delegation in Ceuta and the Civil Guard through WhatsApp on July 29, warning of calls circulating on social media encouraging people to attempt crossings by sea and over the border fence the following day. One of the messages referred to groups with a combined following of around 180,000 people.
However, the Spanish government has stressed that the intelligence information did not predict the scale of the mass influx that subsequently took place. Prime Minister Pedro Sánchez said the available reports described rising attempts to cross by sea and issued warnings requiring caution, but did not anticipate the magnitude or likelihood of the events that followed.
The issue has created differences in how senior government officials have assessed the intelligence response. Robles has defended the CNI's work and maintained that warnings were transmitted to the relevant authorities, while Interior Minister Fernando Grande-Marlaska and other government figures have argued that no report anticipated an influx on the scale eventually witnessed.
The CNI has acknowledged that it did not anticipate the magnitude of the events. Robles has also indicated that there is room for self-criticism, saying that procedures can always be improved. The minister has offered to appear before the parliamentary committee responsible for official secrets alongside CNI Director Esperanza Casteleiro to address questions surrounding the episode.
The controversy has kept the CNI's role under scrutiny as Spanish authorities examine how information gathered from social networks and other sources was assessed and communicated before the crisis. The government has said the publication of the documents was intended to allow the public and media to examine the information available to institutions and reconstruct the sequence of events.
The episode has also renewed discussion in Spain about the capacity of security and intelligence services to detect rapidly developing movements organised through digital platforms. Sánchez has acknowledged that improving anticipation and prevention in the digital environment is an area where Spanish institutions need to strengthen their capabilities.
