Rising Cigarette Prices in Morocco: A New Increase

In Morocco, cigarette prices have once again surged as of April 1, 2025. This increase predominantly affects local brands, particularly those produced by the Société marocaine des tabacs (SMT).

The price hike ranges from 1 to 3 dirhams, depending on the brand. For instance, the cost of a pack of Gauloises Sweet and Gauloises Blend has risen by 3 dirhams, reaching 32 dirhams. Meanwhile, the popular Marquise brand has seen a price increase of 1 dirham for Marquise Lights and up to 3 dirhams for Marquise Box FF. The Davidoff brand's products, including Classic, Gold, Violet Super Slims, and Boudoir Menthol, have also experienced a rise, now priced at 42 dirhams per pack.

A circular issued by the Administration des douanes et impôts indirects (ADII) outlines the new cigarette prices and announces the withdrawal of several brands from the market. Notable exclusions include Maghreb, certain Fortuna products (FF, Bleue, and Rouge), Marquise (Menthol and Gold FF), MQS (FF and Lights), Mustang, and the heated tobacco brand Heets (Sienna Selection, Sun Pearl, and Summer Wave).

The 2022 finance law had anticipated a reform of the internal consumption tax (TIC) on tobacco, implementing a progressive taxation schedule from 2022 to 2026. This tax revision aims to generate additional revenue for the public treasury while narrowing the significant price gap between low-cost and premium cigarettes. The tax plan outlined in the 2022 finance law specifies an increase in the specific TIC amount from 100 dirhams in 2022 to 550 dirhams by 2026. Furthermore, the minimum tax on a total of 1,000 cigarettes is expected to rise from 710.2 dirhams in 2022 to 953 dirhams by 2026.
