Morocco’s unwavering commitment to Africa’s future: A model of unity and progress
Morocco remains steadfast in its dedication to fostering collective action in Africa, championing noble causes across the continent while prioritizing the well-being of its citizens. The February 2025 African Union (AU) Summit addressed critical issues such as peace and security, continental integration, health security, and climate change, alongside discussions on renewing the AU Commission’s leadership.
Noticeably absent from the agenda was the Moroccan Sahara question, a deliberate omission that frustrated opponents of Morocco’s territorial integrity. This stance reinforced the AU’s commitment to focusing on urgent priorities for Africa and distancing the organization from exploitation by narrow political agendas.
At the summit, Morocco made significant contributions to high-level meetings and events addressing diverse themes. Notably, the Kingdom participated in the AU Peace and Security Council (PSC) meeting, attended by heads of state, to discuss the crises in Sudan and eastern Democratic Republic of Congo. During this session, Morocco’s proposal for a humanitarian truce in Sudan during Ramadan was unanimously endorsed, enabling unrestricted and non-discriminatory access to humanitarian aid. Furthermore, Morocco played an active role in a high-level meeting on health financing, where it announced a substantial contribution to strengthening health security across Africa.
Since rejoining the AU eight years ago, Morocco has reestablished itself as a pivotal actor within the organization, guided by the proactive and visionary leadership of King Mohammed VI. This leadership has earned Morocco collective support and credibility within the AU, solidifying its role as a trusted partner in advancing the continent’s priorities.
In 2018, the AU designated King Mohammed VI as the leader on migration issues, selecting Rabat as the host city for the African Observatory for Migration. Additionally, the climate initiatives launched by Morocco during the 2016 African Action Summit remain a benchmark for African countries striving to build climate resilience.
Morocco’s influence extends to its election to the AU Peace and Security Council for two terms (2018–2020 and 2022–2025), during which it presided over the council three times. Morocco has launched innovative, concrete initiatives inspired by the Royal Vision, aimed at addressing the core needs of African citizens in terms of peace, security, and development. A key milestone was the unanimous adoption of the Tangier Declaration by the AU Conference. This declaration, stemming from the Tangier Conference on Peace, Security, and Development, marked a turning point in advancing the peace-security-development nexus as an integrated response to Africa’s challenges. The initiative brought together AU member states, regional economic communities, UN agencies, financial institutions, and civil society organizations.
Moreover, Morocco has implemented a specialized training program for AU electoral observers to promote democracy across the continent. The Kingdom has also strengthened its presence within the AU Commission, securing strategic roles such as the Director General position and other key posts. Morocco has chaired and vice-chaired significant AU bodies, including the Specialized Technical Committee on economic issues and the committee on public service, local governance, urban development, and decentralization.
As a founding member of the African institutional framework, Morocco is deeply rooted in its history of supporting Africa’s development. The Kingdom remains committed to advancing administrative and financial governance reforms within the AU while countering efforts to derail progress.
Morocco’s contributions are guided by the Royal Vision to place Africa’s noble causes and the interests of its citizens—particularly in peace, security, and development—at the heart of the pan-African agenda. By doing so, Morocco aims to empower the continent to amplify its voice on the global stage, ensuring Africa’s leadership in shaping its future.
