Morocco and Council of Europe launch 2026-2029 partnership framework
The Morocco and Council of Europe partnership entered a new phase on Monday 9 June in Rabat with the official launch of a cooperation framework covering the period 2026 to 2029. The agreement sets out a structured roadmap designed to support ongoing reforms in Morocco across key governance and institutional areas.
The launch ceremony brought together Moroccan government representatives, senior officials from the Council of Europe, and international institutional partners. The meeting formalised the main instrument guiding bilateral cooperation under the organisation’s neighbourhood policy framework. It confirmed a shared commitment to structured technical and institutional collaboration over the next four years.
The new partnership identifies several strategic priorities. These include strengthening the justice system, reinforcing human rights protections, improving anti-corruption mechanisms, advancing anti-money laundering frameworks, supporting digital transformation of public services, and expanding cooperation in the field of sport. The programme is designed to align institutional reforms with shared standards and practices.
The cooperation builds on a relationship established in 2012 and reflects a long-term approach based on technical assistance, dialogue, and institutional exchange. Officials highlighted the importance of sustained coordination, national ownership of reforms, and continuous sharing of expertise. The initiative aims to reinforce institutional resilience and support the consolidation of the rule of law while deepening ties between Rabat and Strasbourg over the coming years.
