Madrid denies link between Moroccan craft fair ban and Ceuta crisis

The Madrid City Council has rejected any connection between its decision to block a Moroccan craft fair and the recent migration crisis in Ceuta, after the organizers questioned whether the political context had influenced the measure.

Mayor José Luis Martínez-Almeida said the decision was part of a broader reorganization of outdoor markets in Madrid’s central district. He argued that the new approach applies generally to markets organized without a formal agreement with the municipality, rather than targeting the Hispano-Arab Association for Development and Culture specifically.

Municipality cites new rules for central Madrid

The fair, organized by the Hispano-Arab Association, had been held since 2016 as part of the “Morocco Between Cultures” initiative. In recent editions, the event took place at Juan Goytisolo Square near the Reina Sofía Museum, bringing Moroccan artisans to Madrid to display and sell their products.

The association began the authorization process in April and submitted documentation requested by the district, including civil liability insurance. Municipal officials subsequently informed the organizers that new criteria for the use of public space would prevent the fair from going ahead.

According to Madrid authorities, the Centro district is under significant pressure from the volume of visitors and commercial activity. The municipality says it wants to rationalize the use of public squares, particularly during periods such as the Christmas season, and restrict private markets that do not operate under a municipal agreement.

Organizers questioned the timing of the decision

The association, led by Rachid Ismaili, has questioned the circumstances surrounding the cancellation. Its representatives pointed to the timing of the decision, coming amid heightened tensions linked to the situation in Ceuta, and asked whether the Moroccan character of the event had played a role.

Spanish opposition politicians have also called for explanations regarding the new municipal criteria and their application to other markets and fairs in the district.

The association had already made logistical preparations for the event, including arrangements involving Moroccan artisans, equipment and merchandise transported to Spain. Reports also indicate that the cancellation created financial consequences for the organizers after months of preparation.

Association seeks a formal agreement with Madrid

Following Almeida’s clarification, the Hispano-Arab Association said it recognized the municipality’s authority to regulate public space while proposing a different way forward.

The organization has called for a formal cooperation agreement with Madrid that would establish a clear legal framework for future editions of the “Morocco Between Cultures” initiative. It says such an arrangement would allow Moroccan artisans to participate under transparent and clearly defined conditions.

The association also stresses that it is not seeking preferential treatment. Instead, it wants the event to be assessed under the same criteria applied to other initiatives while taking into account its cultural and social dimensions.

A dispute with broader cultural implications

The disagreement comes at a sensitive moment in relations surrounding Morocco and Spain, with the situation in Ceuta adding a wider political backdrop to the controversy.

Madrid maintains that the fair’s cancellation is the result of a general policy concerning outdoor markets and public-space management, rather than a measure linked to Ceuta. The organizers, meanwhile, have asked for institutional dialogue rather than confrontation.

A municipal agreement could therefore provide a framework for resolving the dispute while preserving the cultural-exchange component of an initiative that has brought Moroccan artisans and Spanish audiences together in Madrid for several years.
