Lagarde warns Europe against excessive reliance on US artificial intelligence technology
European Central Bank President Christine Lagarde has urged Europe to strengthen its ability to develop artificial intelligence technologies domestically, warning that excessive dependence on imported systems could create new risks for the continent’s economic autonomy and technological sovereignty.
Speaking on Monday, Lagarde said relying on foreign technology is not necessarily problematic in every sector. Artificial intelligence, however, presents a different challenge because of its growing importance across a wide range of economic activities and its potential to influence businesses, public institutions and critical infrastructure.
Her comments reflect a broader European debate over technological sovereignty as AI becomes increasingly embedded in the economy. European companies are using AI for tasks ranging from data analysis and customer services to industrial production, financial operations and scientific research, making access to advanced computing and AI models increasingly strategic.
For Lagarde, the question of sovereignty goes beyond the protection of personal or corporate data. Europe also needs to consider who develops the underlying technologies and whether European businesses can maintain reliable access to them. Dependence on foreign providers could become a vulnerability if access conditions change or services are restricted.
The risk becomes more significant as companies build their operations around specific AI platforms. A decision by a technology provider to withdraw a product, modify its terms of use or limit access could potentially affect numerous businesses at the same time. Such disruptions could have consequences extending well beyond the technology sector itself.
Lagarde also warned that technological dependence could provide Europe’s trading partners with additional leverage in economic negotiations. If essential digital technologies are controlled largely by companies outside Europe, access to those technologies could become an element of broader discussions involving trade, tariffs, taxation and digital regulation.
The issue is particularly relevant as the United States remains home to many of the world’s most influential AI companies and technology providers. American firms have taken a leading position in the development of advanced AI models, cloud infrastructure and computing technologies, while Europe has been working to strengthen its own ecosystem.
The European Union has responded by combining regulation with initiatives aimed at supporting technological innovation. The bloc has introduced the AI Act, which establishes rules for the development and use of artificial intelligence, while also seeking greater investment in computing infrastructure, research and European technology companies.
However, regulation alone cannot guarantee technological independence. Europe faces the challenge of developing competitive companies, attracting investment, expanding access to advanced computing capacity and ensuring sufficient supplies of critical components. These efforts are also taking place against intense global competition, particularly between the United States and China.
The debate over AI sovereignty has gained importance as governments increasingly view advanced technology as part of economic and national security. Control over computing infrastructure, semiconductor supply chains, cloud services and AI models can influence a country’s ability to innovate and remain competitive.
For Europe, developing greater domestic capacity does not necessarily mean abandoning international cooperation or cutting ties with foreign technology providers. Instead, policymakers are increasingly examining how to reduce excessive dependence while maintaining access to global innovation.
Lagarde’s warning therefore adds an economic dimension to Europe’s ongoing AI debate. As artificial intelligence becomes a fundamental part of modern economic activity, ensuring reliable access to key technologies could become as important as protecting data and maintaining control over other strategic resources.
