Japanese city proposes limits on smartphone use

The city of Toyoake, located in Aichi Prefecture in central Japan, has unveiled a proposal recommending a maximum of two hours of smartphone use per day outside of work and school hours. The draft ordinance, revealed on Friday, aims to address the negative effects of excessive phone use on physical and mental health, including sleep disturbances, according to Toyoake Mayor Masafumi Koki.

The proposal also suggests restricting smartphone use after 9 p.m. for elementary school students and after 10 p.m. for middle and high school students. Approximately 68,000 residents would be affected by the initiative.

Officials say this is the first municipal effort of its kind in Japan. The proposal will be submitted to the city council next week for consideration. While non-binding, the measure reflects growing concerns in Japan about the impact of digital devices on young people’s wellbeing.
