Japan’s ruling party approves bill to establish a second capital city

Japan’s ruling Liberal Democratic Party (LDP) has approved a bill aimed at creating a second capital city that could serve as an alternative center of government in the event of a major crisis.

The proposed plan seeks to develop a large urban area capable of taking over essential government operations if Tokyo becomes unable to function due to a natural disaster or another emergency. The initiative is designed to strengthen national resilience and ensure the continuity of state institutions.

According to Japanese media reports, the bill is part of a broader political agreement between the LDP and its coalition partner, the Japan Innovation Party (JIP), which supports the idea of creating a backup administrative center.

One of the main points of debate involved rules related to possible referendums for establishing special administrative districts in selected cities. Following revisions, the voting rights provision was adjusted so that only residents of the concerned city would be eligible to participate.

The approval by the ruling party represents a step forward for the proposal, which reflects Japan’s efforts to prepare for large-scale emergencies and reduce its dependence on Tokyo as the country’s sole political and administrative hub.

The bill will now continue through the legislative process, where further discussions and decisions are expected.
