Germany proposes “Associated Member” status for Ukraine within the European Union
German Chancellor Friedrich Merz has proposed granting Ukraine an “associated member” status within the European Union as the country continues its long path toward full EU membership. The proposal comes at a time when accession negotiations remain complicated by political and institutional challenges across Europe.
According to reports from European diplomatic circles, Merz acknowledged that Ukraine’s complete integration into the EU could not happen quickly because of the many legal procedures and ratification processes required by member states. He emphasized that the current geopolitical situation demands a practical and gradual approach that would allow Kyiv to strengthen its ties with Europe while waiting for full accession.
The proposed status would offer Ukraine broader participation in European institutions without granting full voting rights. Berlin reportedly suggests allowing Ukrainian representatives to attend certain meetings of the European Council and to appoint associated representatives within EU institutions. German officials insist that this idea should not be viewed as a “second-class membership,” but rather as a strategic transitional phase.
Ukrainian President Volodymyr Zelensky has repeatedly stated that his country seeks complete membership in the European Union as soon as possible. Kyiv considers EU integration a major political and economic priority, especially in the context of regional security and post-war reconstruction.
Ukraine officially obtained EU candidate status in December 2023, but negotiations have progressed slowly due to disagreements among some member states. Political developments in Hungary could nevertheless influence the pace of future discussions within the bloc.
Several European governments continue to support Ukraine’s European ambitions, although sensitive sectors such as agriculture and economic competition remain subjects of debate. Ukraine’s strong agricultural production has raised concerns among some EU countries that fear increased competition within the common market.
Despite these challenges, Germany’s proposal reflects growing efforts within Europe to maintain strong political and institutional support for Ukraine while preparing the country for deeper integration into the European community.
