French supreme administrative court upholds environmental approval for A69 motorway

France's highest administrative court has upheld the environmental authorisation for the A69 motorway, removing another major legal obstacle for the long-debated infrastructure project linking Toulouse and Castres.

In its ruling, the Council of State confirmed an earlier decision issued by the Administrative Court of Appeal in Toulouse, rejecting challenges brought by environmental campaigners seeking to overturn the project's environmental permit.

The court concluded that the alternatives proposed by opponents did not provide an equally effective solution to achieve the objectives set for the transport corridor. According to the ruling, upgrading the existing road network, expanding the current National Road 126 into a dual carriageway, or improving rail connections would not deliver the same level of efficiency as the planned motorway.

The decision represents a significant legal victory for supporters of the A69, who argue that the project will improve regional connectivity, reduce travel times, and strengthen economic development between Toulouse and the Tarn region.

Environmental organisations have long opposed the motorway, raising concerns about its impact on biodiversity, agricultural land, and greenhouse gas emissions. They have advocated for greater investment in existing transport infrastructure and rail services instead of constructing a new motorway.

The A69 has become one of France's most closely watched infrastructure projects, illustrating the broader debate over how to reconcile economic development with environmental protection. While the latest ruling reinforces the legal basis for the project, discussions over the environmental and economic implications of major transport investments are expected to continue.

With the environmental authorisation now confirmed by the country's highest administrative court, the project gains additional legal certainty as construction progresses.
