Nabila Rmili Resigns as Head of Casablanca-Settat Territorial Distribution Group
Casablanca Mayor Nabila Rmili has stepped down as president of the Casablanca-Settat Territorial Authorities Distribution Group following her election to Morocco’s House of Representatives, triggering the process to appoint a new head of the intermunicipal body.
The resignation was announced on Friday by the regional affairs secretary-general at the Casablanca-Settat regional administration. According to the official statement, the regional authorities received Rmili’s resignation letter on October 13, 2026.
Her departure comes after the legislative elections held on September 23, in which she secured a seat in the House of Representatives. The move reflects Morocco’s legal framework governing the compatibility of parliamentary mandates with certain local government leadership positions.
Legal framework governs resignation
The decision is based on Article 13 of the organic law regulating the House of Representatives, which establishes restrictions on holding a parliamentary mandate alongside specified institutional responsibilities.
Under these provisions, membership in the House of Representatives is incompatible with serving as president of a regional council. The law also limits the accumulation of parliamentary duties with certain local and professional leadership positions.
A member of Parliament cannot simultaneously hold more than one presidency among the leadership positions covered by the legislation, including those of a professional chamber, municipal council, prefectural or provincial council, district council, or a group formed by local authorities.
The same article also identifies other incompatible positions, including membership of the Constitutional Court and the Economic, Social and Environmental Council.
Successor expected after statutory period
The regional administration has indicated that the election of a new president of the Casablanca-Settat Territorial Authorities Distribution Group will be announced once the 15-day period following Rmili’s resignation has elapsed, in accordance with the applicable legal provisions.
The appointment will determine who takes responsibility for leading the territorial group as it continues its work across the Casablanca-Settat region.
The transition comes at the intersection of municipal governance and national parliamentary representation, illustrating how Morocco’s rules on institutional incompatibility shape the distribution of public responsibilities following legislative elections.
