France faces a battle to rebuild its influence in Africa

France is facing a difficult period of strategic repositioning in Africa as traditional sources of influence lose their effectiveness and a new geopolitical landscape takes shape across the continent. For decades, Paris relied on strong political, military, economic and cultural ties, particularly in Francophone Africa. Today, however, African governments and populations are increasingly demanding relationships based on sovereignty, equality and mutual interests.

One of the clearest signs of this transformation has been the growing rejection of French military involvement, particularly across the Sahel. In several countries, political changes, public pressure and security concerns have contributed to the departure or reduction of French military forces. At the same time, persistent economic and social difficulties have weakened confidence in traditional security partnerships, raising questions about the effectiveness of France's long-standing approach.

France's declining influence cannot, however, be explained solely by changes within African countries. The evolution of French policy itself has also played a role. For years, Paris was often associated with a model of engagement built around military agreements, political influence, economic interests and cultural networks. As African societies become more politically aware and more critical of historical inequalities, such a model is increasingly difficult to maintain.

The continent is also becoming far more competitive geopolitically. African governments now have access to a broader range of international partners, including China, Russia, the United States, Turkey, Japan and Brazil. At the same time, stronger South-South cooperation and efforts toward greater African economic integration are giving countries additional options when defining their foreign and economic policies.

Faced with this changing environment, France appears to be seeking new ways to remain relevant. Its growing interest in East Africa and its decision to look beyond its traditional Francophone sphere reflect an attempt to diversify its partnerships. Areas such as renewable energy, digital transformation, artificial intelligence, infrastructure and investment are becoming increasingly important elements of France's strategy.

The choice of Kenya as a host for the 2026 “Africa Forward” summit also illustrates Paris's desire to strengthen relations with English-speaking and non-Francophone African countries. This broader approach could allow France to expand its economic and diplomatic presence, but it also represents a major test of whether Paris can genuinely move away from its historical model of influence.

Africa's growing number of international partners gives its governments greater room to negotiate and pursue their own interests. Yet this new competition also carries risks. African countries will need to ensure that external investment and strategic partnerships translate into sustainable development, technology transfers, employment and stronger local economies rather than creating new forms of dependency.

The future of France-Africa relations will therefore depend largely on the choices made in Paris. A strategy centered on equal partnerships, investment, innovation, technology transfer and respect for national sovereignty could help France rebuild trust and establish a new role on the continent. Attempts to reproduce traditional influence through different instruments, by contrast, could deepen existing tensions.

Africa is no longer a closed sphere of influence for any single foreign power. Its strategic position, natural resources, expanding markets and young population have made it a major arena of global competition. For France, maintaining a significant role in this changing continent will require recognizing that African countries increasingly see themselves as partners capable of setting their own priorities, rather than as dependents within an old geopolitical order.
